When Taoism gained popularity during the Han Dynasty, Taoist assembled The Eight Daoist Immortals to explain the conceptual idea of those who became one (Immortal) with the Dao (The Unconditioned State).
Daoist Immortals were added as an element of culture as they were not apart of the original teaching of the Dao De Ching.
The Eight Daoist Immortals became a way to reach a wider audience. To bring greater awareness to Individuals of the Dao.
